Rolfe leads NORR’s large-scale, complex transportation projects, leveraging his 30 years of experience in designing, planning and managing aviation, transit and multi-modal hub solutions for clients around the world. Rolfe introduces himself as the authority in trains, planes and automobiles – which is a fact when you consider his track record on such projects as the New Quito International Airport, Toronto Transit Commission Keele and Caledonia LRT Stations, Metrolinx Cooksville GO Multi-Modal Station, Halifax International Airport Groundside Redevelopment Program, Medium Heavy Lift Helicopter Support Facilities for Defence Construction Canada, and the Toronto Port Authority Passenger Tunnel for the Billy Bishop Toronto City Centre Airport.

Rolfe has experience in leading major DBFM, Alternative Financing, and Design Build initiatives for major transportation projects. He works collaboratively with all levels of government and private operators to provide planning and programs that increase capacity, eliminate spatial and technical limitations on balance with financial realities. He leads multi-disciplinary teams that utilize a framework for detailed project phasing and staging strategies, for design implementation through to construction, that has the least impact on system and traffic flow.
