With over 25 years of experience spanning North America and the Middle East, Moustafa brings a multi-dimensional view to design and delivery—combining architectural engineering, project management, and client-side insight. He has led multidisciplinary teams across sectors and geographies, always balancing technical strength with emotional intelligence.

With deep experience on both the client and delivery side, Moustafa has led the planning, procurement, design, and execution of major public infrastructure projects. He understands how to shape effective bidding strategies, structuring delivery across traditional and emerging models, including Design Build (DB), Design Bid Build (DBB), Public‑Private Partnerships (P3), Alternative Financing and Procurement (AFP), Modified Design‑Build (MDB), and collaborative models across Progressive P3, Integrated Project Delivery (IPD), Progressive Design‑Build (PDB), or Alliance delivery. His objective is to align stakeholders around shared goals of value for money, accountability, and transparency.

Throughout his career he has built and scaled high-performing teams, led multi-sector initiatives, and helped launch transformative capital programs across regions. Whether advancing new builds, complex renovations, or portfolio-wide initiatives, Moustafa brings a strategic lens to program delivery—ensuring public investments deliver lasting value and measurable outcomes.

At NORR, Moustafa leads our Public sector portfolio with a purpose-driven approach rooted in performance, design excellence, and trust. He champions design that is people-first and future-ready—from WELL standards and carbon neutrality to inclusive user experience and stakeholder engagement. His approach is grounded in technical excellence and guided by the belief that public architecture should be humanized, sustainable, and fiscally responsible.

Outside of work, Moustafa finds clarity in lakeside running, global travel, and exploring the architecture of flavor through his culinary skills. Whether crafting a capital strategy or a multi-course meal, he believes every successful outcome begins with a thoughtful recipe—and the perfect ingredients: a capable, empowered team to bring it to life.
