As Chief Operating Officer, Jonathan Hughes is accountable for client success through project delivery, resource planning, and the advancement of new technologies and sustainable design. He has a proven track record of leading large-scale, complex projects across market sectors and disciplines.

With a proven record in business development at NORR, Jonathan brings broad strategic perspective and a sharp command of the financial and operational details required to lead a global multidisciplinary practice. His ability to balance risk, corporate objectives, and day-to-day decisions is supported by an understanding of the communities where we work.

Jonathan is a member of the Board of Directors and Governance Committee and brings a strong sense of social responsibility to client relationships, employee engagement, partner teaming, shareholder relations, and the pursuit of purpose-driven design.

He has a strong command of traditional public-private procurement and delivery models—including Design-Build, P3, AFP, and Modified Design-Build—and applies that experience to more collaborative approaches such as Progressive P3, Integrated Project Delivery, Progressive Design-Build, and Alliance delivery. His fluency across these models helps align stakeholders early, manage complexity, and move projects forward with greater confidence.
